Assam Cabinet Approves Delimitation of Gaon Panchayats, Anchalik Panchayats, and Zilla Parishad Constituencies
Guwahati: In a significant move towards equitable representation and efficient governance at the grassroots level, the Assam Cabinet has given its nod to the recommendations made by the District Delimitation Commission. These recommendations focus on the delimitation of Gaon Panchayats, Anchalik Panchayats, Zilla Parishad constituencies, and the reorganization of Development Blocks across the state, except for the Sixth Schedule districts.
The proposed delimitation aims to address the growing need for balanced and inclusive representation in local governance. The plan introduces changes in three key administrative units: Gaon Panchayats, Anchalik Panchayats (Blocks), and Zilla Parishad constituencies.
Delimitation of Gaon Panchayats: The number of Gaon Panchayats will see a slight reduction post-delimitation, bringing the total number from 2,197 to 2,193. This adjustment is meant to streamline administration while ensuring a balanced distribution of resources and governance responsibilities across the panchayats.
Anchalik Panchayats/Blocks: There are currently 219 Development Blocks in Assam. Of these, 181 fall under General Areas, while 38 blocks are in the Sixth Scheduled Areas. Despite the reorganization efforts, the total number of blocks remains unchanged, highlighting a focus on ensuring administrative continuity alongside the delimitation efforts.
Zilla Parishad Constituencies: A notable change will be seen in the number of Zilla Parishad constituencies, which will reduce from 420 to 397. This revision aligns with Section 65 (1) of the Assam Panchayat Act, 1994 (as amended), ensuring compliance with existing legislation while aiming for better governance outcomes at the district level.
This decision is part of the Assam government’s broader strategy to strengthen local governance by ensuring fair representation and improving administrative efficiency. With this move, all districts in the state, except those under the Sixth Schedule, will experience the effects of this critical reform.
