Assam Government Enhances Emergency Preparedness with Strategic Measures Amid Conflict
Guwahati; May 11, 2025: The Assam Government has made important decisions in support of the national cause. The decisions, taken at the highest level, are aimed at ensuring operational readiness, efficient resource use, and disciplined governance across the state.
District administrations and department heads have been instructed to immediately update and maintain contact details of all staff. This includes mobile numbers, email addresses, and residential addresses to enable rapid coordination during emergencies.
Hospitals and other health institutions have been directed to keep an updated registry of voluntary blood donors. Priority must be given to maintaining lists of donors with rare blood groups to ensure swift response in medical emergencies. Simultaneously, all fuel and medicine inventories in health facilities are to be reviewed and kept fully stocked.
All field offices across Assam are now required to operate in a state of 24×7 readiness. The directive ensures that any sudden demand for administrative or emergency support is met without delay.
To facilitate movement and coordination of defence contingents, a robust communication network has been activated at both district and state levels. This setup will enable quick logistical support, smooth deployment, and uninterrupted transit of defence personnel and convoys.
Special attention is being extended to families of defence personnel from Assam who are currently serving outside the state. Authorities are instructed to maintain continuous communication with them. The objective is to provide psychological reassurance, quick support if required, and timely updates on the wellbeing of their family members.
Superintendent of Police (SPs) and District Commissioners (DCs) have also been asked to strengthen coordination among civil, police, and emergency service departments. This will ensure that civic services continue uninterrupted even in the event of a crisis.
Government officers have been strictly advised against undertaking any unofficial travel. They must remain present at their assigned place of duty unless permission is explicitly granted.
All departments have also been asked to lead by example by practicing discipline, austerity, and efficiency. This is to reflect the collective responsibility of the state administration in these challenging times.
All seminars, workshops, ceremonies, and conferences involving expenses are to be deferred.
No Foreign travel and non-essential outstation tours for ministers and government officers.
Procurement of new vehicles, office furniture, or infrastructure will not be processed or initiated.
Working lunches, official dinners, cultural events, and entertainment expenses shall be avoided.
All large physical gatherings or official meetings are to be avoided unless critical. If necessary, they must be held in virtual mode.
Ceremonial events such as inaugurations or felicitation programme or other ceremonial functions to be deferred.
No printing or creation of publicity materials, including advertisements or audio-visual content, will be allowed unless they are essential for public communication.
Non-essential training programmes or exposure visits involving travel have also been put on hold.
All departments must also undertake a comprehensive review of their ongoing projects and activities. Wherever possible, non-priority works and related spending must be paused.
If the situation demands, government employees currently on leave excluding maternity or medical leave may be recalled by the Competent Authority. Such recalled employees must be ready to report back to their duty station within 24 hours.
The Assam Government’s proactive measures reflect the state’s readiness to support the national effort in a time of conflict. These guidelines are not just about preparedness they are a clear signal of solidarity, discipline, and efficiency in action. Citizens and public servants alike are expected to comply fully with these directives to ensure the safety, stability, and coordinated functioning of the state during this period.
