Assam Cabinet Approves Major Policy Moves

Assam Cabinet Announces Key Decisions on Aadhaar, Flyover, Skill Education, and Housing
Guwahati, August 21: The Assam Cabinet today announced several important decisions aimed at governance, infrastructure, education, and welfare. The meeting chaired by Chief Minister Himanta Biswa Sarma focused on public interest reforms and long-term development.
To prevent misuse of Aadhaar, the Cabinet approved a revised Standard Operating Procedure (SOP) for enrolment. Only citizens above 18 years are eligible. District Commissioners may allow enrolment in rare cases.
For one year, this restriction will not apply to individuals from SC, ST, and tea garden communities. The government has assured that left-out individuals from these groups will be covered within a year.
The four-lane elevated corridor from Dighalipukhuri to Noonmati will now be called the Maharaja Prithu Flyover. The Cabinet said the renaming honours historical legacy and cultural pride.
The government approved the Memorandum of Association (MoA) of the Hospital Management Society and new rules for medical colleges. This step aims to improve patient care, raise service quality, and ensure smooth administration across all state-run medical colleges.
In partnership with NELCO Limited (TATA-NELCO), the Cabinet cleared a new skill education project under Samagra Shiksha Axom.
- The project will create 50 hubs and 500 spokes across Assam.
- In phase one, 10 hubs and 70 spokes will be set up.
- Each hub will train in 10 modern trades, and each spoke will cover two trades.
The project will run on a 75:25 funding model, with Tata NELCO providing 75% and the Assam government contributing 25%.
The Cabinet appreciated the Assam Forest Department and the Golaghat District Administration for their eviction drive in Uriamghat. It also thanked the Government of Nagaland for jointly conducting the operation.
In a major welfare step, the Cabinet approved adding 3,14,773 new beneficiaries under the Pradhan Mantri Awaas Yojana-Gramin (PMAY-G). This move is expected to bring thousands of rural families closer to the dream of owning a home.
